SR 19 Traffic Impact Assessment

Stahl Sheaffer was retained by the Bobby Rahal Motorcar Company to conduct a Traffic Impact Study (TIS) for the proposed 33,120 SF automobile dealership to be located along SR 19 in Washington County. Stahl Sheaffer coordinated with representatives from North Strabane Township and PennDOT District 12-0 to outline the scope of work, which included development of opening year traffic volumes, forecasting, and distribution of anticipated site generated traffic. The traffic study covered intersection capacity and queue analysis using Synchro and Sim Traffic Software, traffic signal warrant analysis, turn lane warrant analysis, storage lane length analysis, crash analysis, and evaluation of sight distance. All analyses conformed to the Pennsylvania Department of Transportation methodologies and guidelines. The analysis and results were summarized in a report including summary tables, figures, and technical appendix and submitted to North Strabane Township and PennDOT for review and approval.
The SR 19 Jaguar/Land Rover Dealership Traffic Impact Assessment was approved by North Strabane Township and PennDOT District 12-0 in April 2017. Construction was completed in Spring 2019.
